If you're departing from any EU airport (or from an airport in Norway, Iceland or Switzerland), there are common rules, which are explained here:

If your travels involve departing from an airport outside of these countries, you'll need to check with your airline that you can meet the relevant requirements.

It is but the amount varies from one airline to another, so check how much you're allowed (usually 5 to 7 kilos, and there are often size restrictions too). If you pack liquids in hand luggage they must be in containers of 100ml or less and go in little plastic bags they hand out, so they can be inspected separately.

Generally speaking, the allowance is much the same as on domestic flights - in the UK it is basically a single piece for which the maximum weight may vary depending on carrier but the maximum dimensions are fixed. Watch out if you are transiting through an EU/EEA airport en-route because you will very likely not be allowed to exceed any aspect of the allowances so duty free exceeding these would be confiscated. However, returning from a non-european airport without transit through a european one, you will find allowances may be much more lax, depending on the carrier.
