What is the name of this kids show?????

Right this is a question that has been haunting me for years..... What is the name of this kids show????? Right i'll discribe it as best i can.... it was all puppetry and aired in the late 80's early 90s, the main character was a rat type thing and he was a spy or something he had this thing going on with a lady rat who lived in the dump with her dissapproving family and her gran lived in a washing machine in said dump.... The main rat guy had to answer to the owl council.... who were always silouetted in a hollow tree or something..... there was also a hedgehog and a toad....the only other thing i can remember are the lines 'The valley is the place, and greedys on the case' but i have searched these and i came up with nothing so i may have imagined it...... PLLLLLEEEEAAASSSSEEEE can anyone help me!!!

nope i wasnt lol i dont really condone drug use :P and a friend remembers it too but doesnt know the name so it actually exsisted - i may have imagined the lyrics.....
