Try Montana if it will be south facing - lots of medium sized pale pink flowers which last quite a long time. If you prefer a bigger variety try Nelly Moser.
An extremely quick grower to cover a shed, wall or fence is Russian Vine (Mile-a-minute) which can grow up to 12 fot in one season and produces large sprays of creamy/white flowers.
For your borders consider the many varieties of Hebe. They are perennial, most keep their leaves in the winter and all have sprays of colourful flowers - just when, depends on the variety.
