The broadband is far better and more reliant than BT. They have a great TV drive system too that is far better than Skys as it has an extra tuner so you can record more programmes. This is all dependant on whether you can do without some of the Sky channels at the moment as Virgin are currently in dispute with Sky about the costs of the channels. So Sky one/news and some others are not being broadcast.
You do not need the telephone line if you have cable broadband - you can buy a skype phone that hooks up to your router, so is constantly on, even if your pc is off.
So you can have the broadband and tv for 20.
The V+ service that records programmes is an extra 10 or 15 per month depending on your tv package.
I have a pvr that does everything the V+ does, and it burns to disk as well, which is a big bonus.
As the tv comes through the cable, you can also connect freeview through the aerial - so you can record more programmes, or record and watch different programmes at the same time.
