My fella has a restricted passport. It was issued for 3 months in '99 and says not to be replaced without reference to the London Passport Office. What are these restricted passports issued?

For example, some Arab states won't admit travellers with an Israeli stamp in their passport. If a UK passport holder, who has already visited Israel, wishes to visit such an Arab country, he can apply to be issued with an additional passport. However, this passport would only be valid for a short duration and would only be valid for entry into one or more specified countries. (A restricted passport can only be issued for entry to a country with which the UK has diplomatic relations).
I've written all of that in the present tense but there's nothing on the Passport Agency website about restricted passports, so I'm not sure whether they're still issued.

Is your fella a born & bred Brit or did he originate from another country ?
Sometimes if the passport holder had to be repatriated by the British Embassy and they have not paid back the money so far, then they impose restrictions.
If it was issued in 99 for 3 months then surly he has to reapply for a new one ? does this mean he has to go for an interview under the new rules ?
