Sounds like you have an air lock in the heat exchanger, which will need to be bled. i.e hot water isn't passing the heater fan. just need to bleed it

how old is it if its a mk4 there is a valve if you follow the water pipes from engine were they go to bulkhead you will see an electric valve they are prone to pack up try that first you can disconect pipes join them together then see if it gets hot if it dosent it could be heater matrix
