Flying dogs back to the UK from abroad

Does anybody know whether a vet has the final say in allowing a dog to fly (i.e. not permitting the dog to fly if they believe it is is too unwell)?

If it is under the pet Passport Scheme then it has to be treated by a vet for fleas and ticks shortly before it travels back, although I don't see how a vet can actually decide whether or not it should travel, however, why would you want to fly an unwell dog home, if a vet thought it was not fit to travel?

Most European officials are bribable (only a few quid to get my tortoises over) so if the dog isn't unwell i'd try handing over an envelope of 'papers' to whoever is in charge. Even better though is do it properly in the first place.

As there are many conditions that dogs can suffer from when abroad that we do not have in this country, I sincerely hope that this is a hypothetical question, and the dog concerned is not actually ill, or if it is its from old age or something else not in any way contagious.
