Of course you can clean them.
Hu nikki I am a CORGI gasman and i would come and do you're cooker for you :o) ... But Joking aside unless you intend to interfere or interupt with the actual gas supply and / or the actual workings and safety features of the cooker, then there is no legal problem. The pan stands and burners (cooker rings as you call them) are designed to be easily taken apart and cleaned without effecting the safety of the appliance or needing a CORGI registered installer to just come out to wipe the hob and its external surfaces down.
my wife has told me she cant clean because she's not corgi registered!!!!!
you wait till i get home

i mean............. the queens corgi registered and she dont have to clean but she would if she could :)
