Did he buy it privately or from a dealer?
Once the car has been declared a write off, he should be made an offer within a fortnight. He should never accept the first offer.
The other insurance company may pay for a hire car - has he got legal expenses insurance with his motor insurance?
Really, he has paid for insurance - his insurers should answer all these questions and give him advice about the hire car.

having legal expenses on his policy will make no difference to whether he gets a hire car or not.
If the 3rd party have admitted liability they may pay for a courtesy car, you may also pay for a car yourselves and claim the cost back.
If it's a write off it should be settled within 2 weeks. It depens on availability of assessors, plus the fact that it's a write off has to be agreed by both insurers.
As for the price paid out, most companies will use parkers and glasses giudes. If parkers say 2k and glasses say 3k you get 2.5k. As for 'always declining the first offer' this is another popular myth toted by people....i know of at least 10 cases where a customer was made an offer...and that offer only, it's not always a haggling session. Lets face it, you aren't gonna get all your money back and most people don't know the real values of their cars.
If the car is brand new you may have 'gap cover' which is an optional extra premium you can choose to pay which means an outside insurer.....in my case hitachi of all people, will pay the shortfall from the insurance companys pay out.

Tell him to speak to one of the major credit hire companies
If liability is clear cut ( they will advise you if they think it is - as It is not possible to asses liability properly from the brief description you have provided ) then they will provide you with a hire car , and pursue the insurers of the other party for the cost
However make sure they explain the terms and conditions of the hire to you , before signing an agreement
Having said all that , i've just noticed that he is 18 , so they may not be able to help . However if another person used his car i.e a named driver , they may provide a hire car
If in the end he cant get a hire vehicle , you are entitled to claim for loss of use from the insurers of the other party , from the accident date - if his car is not roadworthy or from the date of commencement of repairs ; if it is roadworthy , to the date of completion of repairs .

Legal expenses cover means there is help available to fight for uninsured losses such as the cost of the hire car and the insurance excess - it makes things much easier.
I have had three vehicles written off in the past ten years - all non-fault, once whilst it was parked in a car park. In all three cases the offer has been significantly increased after first refusal.
