whats the law for putting barbed wire on topof a 7foot wall at rear of property to keep out kids from climbing over to collect their footballs

It might depend upon what is on the other side of the wall. If it's a public footpath, the Highways act 1980 will apply:

no public footpath , just land owned by a charitable organisation ,but residents access to garages at back of properties
