I don't really know about your honeysuckle but it could be that it's not getting enough sun, or that you are pruning it at the wrong time of year, therefore cutting off the buds.
As for the clematis, was it a tangutica with little yellow bell-like flowers that hang downwards? Clematis are hungry plants and require a fair bit of water and food to keep them happy. Saying that though the tanguticas are usually not very fussy. It could also be that you are pruning it at the wrong time too - if it IS a tangutica it should be pruned down to about 18 inches from the ground in early spring which will stimulate new growth. Feed during the growing season with anything like well-rotted manure (ensure you dig it in well), blood fish & bone, or home-made compost or leaf-mould. You can also use liquid fertilizers like rose or tomato food as a quick fix.
