Claiming Land

I have a piece of land behind my property that belongs to the council that i have been upkeeping, I have attempted to buy the land but have been refused. I have been told that i may be able to claim the land for free! Could you tell me how to go about doing this?

Have you been maintaining it for more than 10 years. How could you prove it?

It's 12 years I think, and you must have it fenced off so that nobody else can use it. Just maintaining it by cutting the grass or planting flowers or whatever isn't enough.
