Why are people such slobs?

This is probably the wrong place for this but I must vent my frustration somewhere. I live in a 4 storey block of maisonettes-on the 3rd & 4th floor. We have a large rubbish store close by...down the stairs and maybe 10 more steps. So certainly not a lot of walking for those of average fitness. Yet the folks in 2 flats seem to be having a competition to see who can leave their black sacs out for the longest.....not only that.....there is a secondary contest to see who has the most. The couple with cat&baby seem to be winning......all those nappys and cat litter I suppose.But....it is a close race as the other flat has a bag out since before the last visit by the binmen on last Weds. There is a cloud of flies building up...so that is more points for someone! Oh...and there is also a whiff ......so you get the picture...any opinions? It is doing my head in and is certainly not good for my soul!!!

I didnt put them outside my door at anytime(attract all sorts of nasties) but I can sympathise with having to live with smelly bags full of nappies, it will be even worse when its fortnightly, the other option is to keep them indoors which if she has a baby and cat then are potentially hazardous
maybe you could ask the council for a plastic bin container, there are some blocks that have plastic containers, or just moan about it and they will send a threatening letter to the family.

hrm, sorry I glanced through it, Its strange that they would prefer a smelly fly infested block if there is a bin cupboard, where I used to live I would have given my eye teeth for a bin cupboard.
maybe calling environmental health and complain about the hazard, or failing that do as ray mentions, it should wake them up if nothing else!
