It depends on your insurance. If you are fully comprehensive, you should not need to pay. If you have third party, fire and theft, it will depend on your policy. It should be clearly stated in the policy.

I had to pay initially on mine - I sent the ins co the bill and they paid up.

Yes the victim is responsible for paying the towing fee whether this be out of their own pocket or via insurance. I only had 3rd party insurance but they still covered the towing costs.
