Can my grandparents use their Bus passes as legal ID when travelling to Jersey as they do not have driving licence or passport ,i have had conflicting reports.

Most airlines do not accept a bus pass as photo id even on internal UK flights. Look up the regulations on the respective airline website. I's assuming of course your grandparents are flying.
Several airlines will accept a bus pass as a form of ID for travel to Jersey from the UK mainland. For a list of these, see here.
But...whatever you do, check with the airline that this information is up-to-date !!!!
