Anyone else heard, used or know anything about this phrase? Used when someones trousers are too short for them

Not sure but I think it is to do with flags being flown at half mast when someone dies, and refers to the trouser leg being 'half mast'.

Also similar is the idea of the 'cage being open' but the 'beast is asleep'. Or the budgie is dead, in this case....
