In terms of population, then Seoul in South Korea is the largest with over 10million citizens. Rio, Bombay, Jakarta and karachi make up the top 5.

There are two possible meanings of 'biggest' here. If you click here, a link will take you to a web-page that lists the world's Top Ten cities (metropolitan areas) as regards population.

A list of cities measured by size - ie area of ground covered - would be very different. The biggest of all is probably Kiruna in Sweden, which covers 7,700 square miles, and Juneau in Alaska - at 3,108 square miles - is bigger than the state of Delaware!

As Quizmonster indicates, it depends on how you define the boundaries. It could be based on the administrative boundaries of the city authority, or the area covered by population above a certain density. For the latter, I believe that 5000 people per square mile (or km?) is the limit.
Mexico City. I think it's around 26 million people.
