will it be allowed for a japenese female to come to america and be married to a us resident? thus avoiding the japan process?

Hmmm, i dont know of any japan process. I thought you could marry who you like...

If you want to marry a US citizen there are many hoops to jump through. He could apply for a fiance visa for you to come over and once that is approved you could go to the US and then marry him and then apply for a green card. Or you could come over on a visitor's visa which you should not really do, and get married and then apply for change of status to a permanent resident. The US system is incredibly convoluted and you will have to prove you are a genuine marriage and go through medicals, biometrics and plenty of hassle. But it is possible.
