It is known as the Ebony Rod, and it is perhaps one of the Nine Rods of Dominion. It is listed under a token list of various ter'angreal in the WoT RPG manual. If a channeler's "level" is high enough, the channeler using the Ebony Rod can create stunning, convincing visual and audial illusions that appear quite real to anyone who can see it until someone tries to touch an illusory object. If the channeler's level is not high enough, then the Ebony Rod causes her to lose consciousness, and projects her dreams/thoughts as an illusion for everyone around her to see. So when Elayne channeled into the rod, she was not strong enough or did not channel enough of the Power through it and passed out, revealing her dreams to all the Aes Sedai around her.
