Beaurocracy is rife in government departments, so turn it to your advantage. Post your payment by cheque, but don't sign it. If (and it can be a big if!) it comes back, re-send a second ceheque, but date it 12 months in the future. If that comes back, send another cheque unsigned and undated, and if it still comes back, they are on your case, so send in a cheque, but not the Notice, but quote the Notice Reference Number in your covering letter, but transpose a few digits. Any / all of these methods cause mayhem in the number-crunching departments, and may work. If they fail, all you've lost is a few stamps and envelopes, and you've gained a warm glow because at least you've taken on The System.

can't you get into trouble for non-payment (which it effectively is) and end up owing thousands??

"all you've lost is a few stamps and envelopes" or maybe �500. The council may decide that your giving them the run around and transfer the debt to the balifs. They will charge a collection fee.

Depends on the circumstances. A work colleague asked me the same thing recently and I advised her to write a letter outlining certain events(which will become clear as I type this). A lot of cars in her area had been damaged lately so she parked on double yellows under a street lamp outside her house. She was in no way causing an obstruction. She did this at 2100 hrs, having just finnished work. She returned at 07.10 the following morning to go to work and found a ticket on the windscreen which was put there by a policeman at 03.20 hrs. I told her to point out the relevant details and to ask why a police officer was writing tickets at that time of the morning when there is car crime/burglarie's that are surely far more pressing? The fine was subsequently waived.

Take very careful notice of the road markings...they have to be in good condition and NOT broken for the full length of the run of the double yellow between the end markings and they must also have the bars at the end of the stretch to make the lines in compliance with the Highway Code....A good idea is to buy o copy of the highway code itself and familiarise yourself with the parking regulations...you'll see that many of the road marking do not come up to the legal standard required and tickets issued under these conditions can be fought against and won (I have done it once)and if you have/can obtain photographic evidence all the better.

Find a car with a ticket on it already and put it on your car. You can than park where you like. Or, leave your windscreen wipers on, on the fastest setting.
