If you are just visiting an ordinary website, nothing dodgy, where there are no forums, etc. is it possible for the website owner to see a record of how many times a particular computer has visited that particular website?

Yep - The web servers generally have logging turned on for site stats and can see which IP address's have visited the site and how many times.

One slight caveat is if your IP address changes each time your connect to your ISP then your identity will change. However their other ways to track you as a person namely cookies and spyware
they can track your mac address which never changes. thats how websites that know what they are doing can ban users who use dynamic ip addressing
And using cookies.
your ISP must by law keep logs of all your internet activities.
(retention period is 5 years)
No one looks ... unless they have reason.

Additionally most (comercial) websites will record who and when the less "mainstream" sell the info for spamming.

boob - almost all of us do use dynamic ...static is as rare as hen's teeth and unless you pay the costs ...
Way round it is via the anoymiser servers dotted around the world!!
