Does anyone know if its possible for an employer to find out if a candidate actually has the 'O' Levels they claim to have if the candidate took the exams over 20 years ago.

I don't know, but quite honestly, if twenty-year-old exam results are the best evidence a candidate can offer for his/her suitability for a job, they're unlikely to be appointed. I would have expected a candidate to show evidence of some self-development since then.
They could ask the candidate to provide their certificates as proof.
Yes, they can. I read an article a couple of years ago where some companies contact these people who give them information they need.
my boss thinks i have a degree, i'd assume he could have checked. they arent going to check on o levels.
