nuking a TV card

i bought a TV card from amazon, i live in Italy but it was sent to my dads address in england and he brought it out to me. now amazon have advised the TV liscence people that i have had this thing sent to that perticular address and dad had received a letter to that effect so basically he could be inspected any time, no problem the card is here in italy and i actually use it to record from VCR not receive crappy TV,
now I will be going back to england shortly and this tv cardis in my computer and I will be staying with my dad so i will have to remove it and dispose of it (possibly leave it with my GF) as dad has no receiver (his tv and vcr were disabled) and pays no license,
Is there any way of disabling the pc TV card ? I'm only interested in the composite video input

I bought a TV from Homebase a few months ago and had to fill out a form giving my name and address.
Mind you, no check was done and I could have put Mickey Mouse, Disneyland, Florida and they probably would not have noticed.
Cant see the point of asking for your name and address when they dont even bother to check it.

i have no problem with someone coming round to check the house, here in Italy many do not pay the license and its price keeps going up . what i want to know is if anyone has experience in removing the tuner can it be done I do have a good knowledge of electronics but don't really want to wreck it immediately
