CHANGE HANDS (hands are employees not the owner)

10a About to take stock, being moderate (8)
to RESTRAIN is to moderate, but why take stock

19d Dishonest person got Dorothy carried away in film (7)
TWISTER = dishonest person; but I don' get the next part

In Wizard of Oz a twister took Dorothy from Kansas to Oz
Assume new owner is getrting the hands but agree it's not a very good clue

in the wizard of Oz, dorothy got carried away by a twister

about = re , strain = stock (as in farming/gardening)

It's down to the present compiler, I think. Quite a few of his/her clues are a bit dodgy and need considerable lateral thinking to understand them.
