Does anyone know why hackney carriage drivers were exempted from the requirement to wear seat belts when acting as such

When the bill was going through Parliament the taxi drivers� representatives successfully argued that their safety could be compromised if they were forced to wear seatbelts. They suggested that they could find themselves in a difficult situation if, for example, they were attacked by a passenger sitting in the rear of their vehicle and they were unable to escape because of the seat belt.

Also exempt are delivery drivers whose work involves frequent stops and drop-offs (for example, milkmen and postmen).

Are taxi drivers also exempt from obeying speed limits, or does it just look that way?

i think they are exempt from washing also.
