Brother Owes Mother

My Brother borrowed �5000 from my mum,being a Councillor you would of thought being a pillar of the community he would of paid it back after 3 years.
We have even given him chance to pay in instalment
but he has dissowned his family but was happy to take the money in the first place.Mum has the original cheque stubbs and e-mails confirming he borrowed the money
He has caused a lot of heartache to my mum who is a very kind and generous person.She is on a small pension i would like to see her get the money back.
Could she get the money back in the future when he sells
his property,thank-you for any advice.

Contrary to your statemnet, most councillors I know are completely bent.

She can go to court if she has the evidence you describe. Perhaps the small claims court if the monetary amount is not too great. It's free but I'm not sure of the cap on the maximum amount of the claim.
