if without lawful authority a person drives a motor vehicle�
(a) on to or upon any common land, moorland or land of any other description, not being land forming part of a road, or

I saw a car parked in the situation I described and a traffic warden ignored it and waled by.
Perhaps the car belonged to his chum!!!!
It would have been ignored by the warden if s/he was a council employed warden and not a police warden.
Parking on pedestrian zig zags is an endorsable offence and council wardens (and some police wardens) do not have the authority to issue endorsable fixed penalties.
Issuing a non-endorsable FPN for the offence would not be valid and would be cancelled.
