FBI blocking pre Sept 11th investigation.

I've heard that the FBI official who blocked the pre Sept 11th investigations into the hijackers was given a promotion shortly after Sept 11th. (This is discussed in FBI mineapolis agent's memo to FBI director and the congressional investigation). Does anyone know if this is true and why such a person should be given a promotion and not investigated for alterior motives for blocking the investigation?

First point: "the pre Sept 11th investigations into the hijackers" doesn't make sense - before Sept 11th they *weren't* hiijackers!
