Something like this would do fine for you, with XP too:

Comes in just at your budget, if not a bit below.
Else, goto dell.com and find the cheapest wireless laptop they do.

Personally I'd stay away from nova (unless you have good fire insurance) I see lotd of them ... in fact they're paying most of my mortgage!
for 400 you are not going to get many options ....
built in - wifi is pretty standard
you need 1Gb of ram .... the rest is just luxuries
buy about 350 - use the rest to upgrade the ram.
go down to pc world ... have a look round .. ask a few questions ... have a play.
once you have an idea what you'd like ....

When you decide ... talk to the seller ... don't just tick boxes and give your card.
tell them which machine ... ask what discoun't they'll offer on a ram upgrade

This is difficult .... not sure when we cross the line between advice and slander ...
however
lets say I have worked with 80+ machines over the last 2 years .... of those ... only 5 have never had a problem .... and 20 have had power problems which resulted in black smoke
the others have mainly been due to HDD and generic memory sticks + 7 mobos
