Refund from TomTom

I ordered traffic cameras online on 27th JUne with TomTom and by last week I still hadnt received anything so I emailed them to ask. They said due to their error it had been overlloked & I could now download them on the homepage-which I couldnt! So I emailed again asking for help and they sent me instructions and a file to try and help get them. It still didnt work so I asked for a refund and they refused, saying they dont give refunds, and suggest I try the download on another computer!
I am really fed up with this-the supposed annual subscription to speedcameras started on 27th June and due to their errors I cant even access it. How can I get a refund and what rights can I tell them I know so that they just give me my money back! This doesn't seem fair!!

you could post your validation code number here and let every one on ab download it too - thereby losing them a lot of money, he he
