Water in toliet too low

After I flush my toliet the water resides to a level to low. What controls this and houw do I fix it?

The syphonage caused by the plug of water in the waste (100mm dia)pipe is drawing the water out of the bowl only stoping when the level gets low enough to break the seal. This problem can occur with a wash hand basin, bath or shower. The only solution is to vent any excessively lung pipe run. It might be something else but that is my best guess on the information give.
Just occured to me that this might be a second toilet installed as part of improvement works. If so check if it has a vent pipe or as is commonly fitted these days an air admittance valve.
Maybe it's not filling up with enough water in the cistern before it stops, or the "filler float" (ball ****, i'd call it)'s not stopping halfway up.

See if anyone has put a 2 ltr bottle full of water in your cistern, there was a campaign encouraging people to do this a few years back.
