When I was a petrol station guy for Esso, I used to stop the pump and run out screaming a horrible noise until people put the phone down because they couldn't hear what they were saying.
Refusal to put the phone down can be put to the police for causing danger to the public.
The distance away from the pump is detaild in the Petro-chemicals act 1987 and is roughly 3 metres.
I'm full of stupid knowledge.

Mobile phones are made of plastic, and plastic is one of the highest causes of static electricity, which in itself can cause a spark. The spark can then easily catch the vapour of the fuel. This was told to us by a health and safety executive during our training to become a manager for a Petrol Retail Outlet.
