Yes, it is. Worst Windows ever. Stick to XP.
For a variety of reasons, but really because they decided to stick lots of DRM into it, slowing the system down and causing all other manner of problems in the process.
This is my favourite article explaining why it's not good. It's long, but well worth reading. With references too, unlike some of the other articles panning Vista.

Yes it's pants. Even ignoring all the bugs (the first service pack is expected to be 1 Gigabyte, and MS state that it will not have any significant enhancements, so that's 1gig of bug-fixes - on top of all the updates that have already been issued), the underlying design philosophy is just appalling.
