but the oven is not heating up

Is it new? Do you have the manual? What make?

Some ovens wont come on if the grill is still cooling down!

And some ovens wont come on if the time on the clock isnt set, dunno why tho but I had one like that.

if its old it may be the element has burnt out, or if its been moved lately the element may not be making proper contact in its fitting.

yeah weeal - mine is like that flipping oven wont go on unless the clock is set, very odd

If your oven states the 'model' on the front eg. SE86 or whatever, you can locate a user manual on the web and it shows you all the electrical drawings, etc, thats where I found mine for a second-hand oven and found out I had to set the clock etc. Handy to keep it on your PC for reference. I could have a search for you if you state the model number but some sites charge and send you out the booklet. I cant remember the site I found mine on.
