Do I need Planning Permission or Building Regs for Workshop

Hi
I have at the moment a sunken (7ft below ground level) swimming pool, it is block wall type and im in the middle of converting this into an external (Workshop or Barbicue) the dimension are the same nothing changes I just have not decided what to finish this project as, at the moment, The size is 7ft below ground level 14ft length width is 12ft, All I intend to do is to cut through one of the walls at the end and build a door frame into it of which height will be 6.2 ft and the then build a box type framework all around the edge of the blockwork, after that I was going to fit up rafters and build a roof on the top, But I have come to a halt As Im worried Do I need planning permision for this type of work,
Floor space estimated at 15 quare metres
Cubic Volume is estimated at 39.65
It will be fitted with Electrical plug sockets
Barbicue is to be built in the centre of floor area and a fumes collector to be built into roof. or If I go for workshop it will be all as above but without the collector being built into room. #
Again my Concern is do I need planning permission to convert this old pool to a workshop/barbicue,

I think you need to have a chat with the local planning office as it could get involved and costly if you breach planning laws

Hi all thanks for the response keep it coming all info is valuable.
As for the first response when I had pool built I did not need Planning permission as there was no roof above pool But Im not sure as to what would happen if I fit a roof on now, Im currently looking at the councils porthole thingy for what is required.
2nd response Ask me to visit the porthole thingy
Again I have checked this and it states
Floor space upto 15sq Metres is exempt from planning permission
Additionally with apex roof no higher than 4 metres is exempt
Or am I interpreting this incorrectly
