You could try putting a note through the door in case the owner stills pops around from time to time, or you could have a word with some of the neighbours to see if they know who the owner is. Failing that you could try the land registry and apply for details of ownership (see link below) - you will have to pay �20 though. Once you know who the owner is you will have to contact them and see if they want to sell. then drop the owner a line and see if they are interested in selling.
Im not sure what the procedure is though should there be no registered owner? ive heard that you may be able to go to court and claim the property for a small fee. anyone know any different?

We're looking for advice, the property has been boarded up for about 3yrs, the property isn't registered on the land registry and the mail is jammed in as high as it can go. Is there anything else we can do without alerting individuals of potential interest?

A Land Registery search costs �5. Ask for form 313 at a library. If you want to squat note that it is a criminal offence to break in, so how you get in is up to you.
