I'm really stuck on the last 4. Who are 6, 18, 23 and 25? Please help cos I've spent so much time finding all the rest!

Think 6 is Robert Peel, and 23 William Shakespeare

23 is not Shakespeare, Ill swap you 2, 16 and 17, for 18 and 23. Afraid I'm also stuck on 6 and 25, though I also looked at Peel for 6, 25 looks like Kitchener, but can't find the statue.

I believe 17 is Henry Irving and 16 possibly Oscar Wilde. can you give hints on 2,4, 6,and or 7 please?

I think Peel is the best guess i.e:dappled tree/leaves in the background (as per Disraeli/23).
