Damp problem in sons bedroom

I live in a ground floor maisonette and my sons bedroom has always smelt of damp but this summer it has got much worse. I have just pulled up the carpet which i think has been there a long time, there was another carpet underneath which was stuck hard to the floor i think because of the damp. Now all the carpet is up the smell of damp is really bad. There is no mould or water on the walls it just stinks. I have washed the edges with water and bleach but its made no difference. The housing association have looked at it but say as there is nothing visible they cant do anything. They say it might have been flood damage from a long time ago. Its a concrete floor and i want to put a new carpet down but what can i do to get rid of the damp smell before i do this?

I'd agree. We're at the end of summer now. I know its been generally wet outside but the warmth of the sun dries the soil. Imagine what this is going to be like in the winter. If there's no sign of dampness outside the walls where the room is - leaky drainpipes, that sort of thing - something underground is causing this.
Make a fuss and/or insist someone comes around with one of those damp detection meters.

I would contact the Housing Association and request they send out one of their Architects to do a survey and inspection.
If they refuse, write your complaints to the Director of the Association.
If this falls on deaf ears, then I would be contacting my local Councillor or MP.

Thank you all for your answers, i appreciate it. I dont think it'll be easy but I will get back to them as i had been thinking it will be much worse in the winter.
