I was on a town-twinning committee in Surrey, where we used to live and I'd agree that they can be very good for international relations. As for councillors getting a freebie holiday - we had to pay for our trips, although our German hosts wouldn't let us pay for anything while we were there! Of course, the favour was returned when they came over to see us. The twinning created links between our schools, businesses, even the local police in both towns and it was great fun, too. Lots of people forged lasting friendships. K
