I think it is better for children if they learn at a young age, build up thier confidence in the water. I found that it gave my son the confidence at an early age to do other things on his own as well. The instructors giving the lessons were well qualified and followed all the safety procedures. I,m happy I did it.
If you speak to your local swiming instructor, they will probably have a policy. My swimming baths had a policy where I could only put my son down at the age of 3 and he is on a waiting list as they only take on 6 at a time, been waiting months so he'll be close to 4 by the time he gets in. But learning how to splash and blow bubbles in the bath can start as soon as you feel confident to take you little one. Mine had a fab time when he was 2 being bobbed around and slashing my face.
My baths also recommend not using arm bands as they don't in their lessons but I don't feel confident enough!
