a) illegally leave their own country or
b) illegally enter another country.
When someone is travelling in the opposite direction (back home) neither government has any worries. When my passport was stolen in Spain, I had to obtain papers from the British Embassy there, to return to the U.K., but then I had no I.D. Your expired passport might suffice, but you may need to check your embassy.
