under 18s serving alcohol

when there is no food served in a pub can a under 18 year old serve alcohol ? the pub i go to does this and i dont think its right for a under 18 year old to ask someone for i.d for alcohol when they are not 18 themselves

i have recently taken the course to gain my personal licence and we were told that as long as someone with a personal licence or the DPS watches EVERY sell then 16 & 17 yr olds can sell alcohol. Most places dont do this as its easier to serve customers your self. Basically, a DPS or personal licence holder must be stood right next to them.
