Try putting foundation on your lids first, whichever type/color foundation you use on the rest of your face. This might help the liner to "set" better.
Invest in a powder foundation the same colour as your skin tone to dust over your lids, will prevent messy eyeliner and the creases eyeshadow creates

i use pencil...but it's the kind that you don't have to sharpen
You need some Benefit She-laq. It's quite expensive but if you paint it carefully along your lashline it really works to seal the liner so it doesn't budge. Beware of getting it all over your eyeshadow, though, as it will make it flaky. I also recommend Bobbi Brown gel eyeliner, it needs a steady hand but stays put much better than any other I've tried. And I've tried a lot!
wat make eyeliner do u use? rimmel soft eye pencil is very good n u alwayz get a fab result! xxx
I've got fairly oily skin and I always do the following to keep all the eye make up in the same place it's meant to be. Put foundation on my eyelids at the same time as the rest of my face, set with powder, then apply a neutral tone eyeshadow over the whole eye area as a base, then apply the eyeshadow/liners that I want on top of that. It seems to work pretty well.
