In spite of your laudable reasons for wanting this for your husband, the band's management would simply not agree to a one-to-one meeting like this, because if they did, the floodgates would open, so rather than be selective, all bands and singers' managament have a blanket 'no' response to this kind of idea.
The nearest you could get would be to win a competition for fans which often have a 'meet the band' prize, but that is part of their publicity machine, so is allowable.
As a second option, why not see if you can find a memorabillia site, or ask on e-Bay for some signed merchandise or recordings?
Sorry to rain on your parade, but rather that than chasing around for an unattainable request.

You are most welcom - sorry to be the bearer of negative news.
Last night i went to see Roger Hodgson at Birmingham, and there were a load of fans waiting to get autographs. I was backstage at the 'meet and greet' having a pass because my interviewe with Roger is published in the month's 'Acoustic' magazine (get your copy now!0 and he was well over an hour there, just spenidng time with the selected few - press, friends and family, so the fans would have had to wait even longer to see him. It;s hard, but that's the way this business works. It's always 'movers and shakers' first - and fans after.
