Title of film

I watched a film several years ago about a family who moved to an apparently idyllic community (co-housing sort of thing) - but all was not as it seemed. There was a noise patrol who, if I remember correctly, removed their dog's vocal chords, the schooling of the children was bizarre too, their house was bugged. I need the title for a friend who is doing a thesis on co-housing and wants to mention some films that represent or misrepresent this. The title has been on the tip of my tongue but I've now moved from frustration to persperation. Help.....
