Normally, no, because Hungary and the Czech Republic are now members of the EU. However, the Foreign & Commonwealth web site says this about the Czech Republic: "Holders of British passports whose nationality is shown as anything other than British Citizen must contact their nearest Czech Embassy to determine whether they require a visa for entry to the Czech Republic."
