Fuse trips when vacum plugged in rec-room . Checked with curcuit pen . Plugs are no dead . Do I change the breaker {15 amp } myself ?

when you say you checked with a circuit pen do you mean you waved it around close to the socket or touched the faceplate of the socket?
this does not prove the quality of the terminations within the socket, if this is what you did
i would consider proffessional help to assist you with this one

I'll go with terence7556 answer. If it's a 15 amp breaker the ring main isn't protected properly and is a potential hazard.
Get the professionals in and get the whole system checked out.
Just a thought...are you renting or is it your own property? If it's rented get the landlord to sort it out NOW. If they refuse report them to your local council
