my neighbour granted me permission to use her drive to allow a lorry to drop bricks over the fence into my garden but now work has began she is upset with the builders and is now refusing me access, which will prove almost impossible to get any goods to build extension. I have offered to pay compensation for any damage or in- convenience incurred but she is adamant it is not happening

This sounds like an informal arranagement that went wrong. I'm afraid I don't think you can enforce this. If it was that critical to doing the job at all it should have been sorted out properly - by drawing up an written agreement.

Find out what is the problem with the builders and her and try and resolve that, then beg.

been in touch with solicitor so take note because it could happen to you . firstly parliament are aware of this neighbourly dispute so have passed a couple of acts

1 Access and labour to land act
2 Party wall act 1997

all help with settling disputes but neighbour refuses to acknowledge, so my only route is tresspass to which the law will not get involved because they have to much to do and also if she blocks access she is deliberately and maliciously causing an obstruction for no reason which contravenes the law.

tried begging flowers etc etc , wouldnt budge and is now ****** because i`ve sought legal, time is running out and builder has tried his hardest but " a woman scorned ""ETC ETC . anyway must get on and loose neighbour but gain an extension for my kids bedroom

did you sit down with your neighbour and discuss what you were having done?or did you only tell her how much you wanted her to know ,and your builder told her the true facts

Party Wall Act won't help you in this instance - it is about building close to a neighbours boundary, and getting access to do it, not arrangements to drop bricks over a fence because its more convenient that way.
Don't know about the other Act you mention.
