Yes it's essentially the length of the seat tube(or down tube) measured from the centre of the crank-pin (spindle) measured up the seat tube to the centre of the seat post bolt at the top of the frame. Tradionally measured in inches. Most current full-suspension bikes are too small for anyone over about 5'10. Better is to have just front suspension with a big frame.
